Title:  PAPI port to BlueGene/L
Abstract:  PAPI aims to provide the tool designer and application engineer
with a consistent interface and methodology for use of the performance
counter hardware. The goal of this project is to implement PAPI 3 on BG/L
and use its API to access the BG/L specific network counters.  The data
extracted via PAPI will be used to determine an optimal task layout to
increase performance on BG/L.
